Secondary distributors of refined petroleum products, 2025

The sales of refined petroleum products from secondary distributors in Canada reached 24.6 billion litres in 2025, representing a 5.2% increase compared with 2024. The volume sold consisted of motor gasoline (51.5%), diesel fuel oil (43.2%), light fuel oil (3.0%) and heavy fuel oil (2.3%).
Motor gasoline
In 2025, secondary distributors sold 12.7 billion litres of motor gasoline to end-users, an increase of 7.4% compared with the previous year. Almost all (91.0%) of these sales were made through gasoline stations.
In 2025, Ontario and Quebec accounted for 59.2% of all gasoline-fuelled road motor vehicle registrations in the country. These same provinces accounted for approximately 67.1% of the total sales of motor gasoline, while the remaining 32.9% was distributed across the rest of Canada.
Diesel fuel oil
In 2025, secondary distributors sold 10.6 billion litres of diesel fuel oil to end-users, a 4.4% increase compared with the previous year. The primary customer types included gasoline stations (35.3%), agriculture (18.1%), other commercial and institutional customers (12.6%), road transport and support activities (9.4%) and construction (7.7%).
Additionally, 45.8% of all diesel fuel oil sold to end-users was recorded in Ontario and Quebec in 2025.
Light fuel oil
Secondary distributors sold 747.1 million litres of light fuel oil to end-users in 2025, a 5.7% decrease from 2024. Of the total volume of light fuel oil sold in 2025, 66.8% was purchased by residential customers.
The vast majority of the light fuel oil sales in 2025 was in the Atlantic provinces (42.4%), where the fuel is commonly used as a primary residential heating source, followed by Quebec (31.1%) and Ontario (13.6%).
