Dwelling condition of private dwelling

Status: This standard was approved as a departmental standard on June 9, 2026.

Definition

Dwelling condition refers to whether the dwelling is in need of repairs. This does not include desirable remodelling or additions.

Private dwelling refers to a separate set of living quarters with a private entrance either from outside the building or from a common hall, lobby, or stairway inside the building. The entrance to the dwelling must be one that can be used without passing through the living quarters of some other person or group of persons.

Conformity to relevant internationally recognized standards

This standard is generally compatible with the recommendations for censuses contained in the United Nations' "Principles and Recommendations for Population and Housing Censuses, Revision 2", 2008. The United Nations provides recommendations for the condition of buildings rather than the condition of dwellings. No specific classification is recommended; however, the United Nations suggests that buildings could be classified according to their state of repair.

This standard is also compatible with the "Conference of European Statisticians Recommendations for the 2010 Censuses of Population and Housing", 2006 which recommends a classification that follows from the United Nations' suggestions. The classification classifies dwellings by the state of repair of their associated building.
